This is a fiscally liberal district, but they do not like wasteful spending and debt. Typical issues like taxes do not work well here. It is a fairly socially conservative district, and issues of guns and gay marriage work well with targeted demographics. Jobs, especially as tied to Polymet, and fighting against outsourcing with “Buy American” play well here.

Important to note, Obamacare (and President Obama) are viewed favorably in this district. The terms Obamacare, the President’s Healthcare Law, and the Affordable Care Act should not be used. However, certain parts of the legislation can be addressed separately as stand-alone issues, including the $500 billion cuts to Medicare, IPAB, taxes, etc

Rick Nolan served as the President of the Minnesota World Trade Center, which was a state organization created to establish a 'one-stop service center' for regional and overseas salespeople that would bring buyers and sellers together and help promote the exporting of Minnesota products. Even after accepting a 12% pay raise, making him one of the highest paid Minnesota officials, under Nolan's stewardship the State of Minnesota spent millions of dollars in taxpayer money to aid the failing organization. Years earlier, Rick Nolan's own personal world trade export business, which primarily did business in the Middle East, failed and caused Nolan to file for bankruptcy.-OR-

As a member of Congress, he consistently spoke out and voted against defense funding, and even voted to reduce funding American troops abroad.

Now, Rick Nolan supports cutting the defense budget by 50%, which could hurt the nation's economic recovery and lead to millions of job losses.

Rick Nolan said he wouldn't support a bill in Congress that would roll back regulations on mining projects, which included an amendment that would benefit the PolyMet mine. The PolyMet mine is estimated to create 360 jobs and more than 500 additional spin-off jobs, as well as generate an annual benefit of more than $240 million.

Instead of supporting a bill to roll back regulations on mining projects, Rick Nolan proposed the creation of a new federal institute on mining and environment that would cost American taxpayer’s $250 million per year.

Rick Nolan, whose wife is an educator with Planned Parenthood, proclaimed that he has been in the forefront of the battles for choice, women's rights, and Planned Parenthood for more than 30 years.

 Rick Nolan supports stricter gun control laws.

"First of all, Iím a hunter, and I believe very strongly in Second Amendment rights. Having said that, I donít need an assault rifle and a clip that holds 100 shells to shoot a duck. I donít think we need to have people bringing assault rifles into our movie theaters, our classrooms and into our communities. Thereís some room for stricter controls, and that would be one of them. I would support a ban on assault rifles."

Rick Nolan supports abortion and Planned Parenthood

Nolan, who has been endorsed by the state DFL Party, takes issue with the mailing. He acknowledged that he did vote to forbid federal funding for abortions when he was in Congress in the 1970s. But he said his position on the issue changed even before he left Congress in 1981.

"I grew up in a culture that led us in that direction," said Nolan. "But you get elected to office, and if you go into it with an open mind and you listen to people and you learn. That's what I did in that period of time. And in the process I became a good, strong advocate for women's right of choice on that issue and remain so today."
